Printed statement by the publisher: "Not printed at government expense." In 1943, U.S. Senator Patrick McCarran gave this address at the commencement exercises for Georgetown University. It is an excoriation of governing by administrative directive and executive directive, aimed obviously at the FDR administration. Patrick Anthony McCarran (August 8, 1876 – September 28, 1954) was a conservative United States Senator from Nevada from 1933 until 1954, and was noted for his strong anti-Communist stance. McCarran was also Nevada Chief Justice (1917–18), chairman of the Nevada State Board of Parole Commissioners (1913–18) and chairman of the Nevada State Board of Bar Examiners (1919–32). During the 1930s, McCarran became well-known as one of the few Congressional Democrats who totally rejected the New Deal; his opposition is made quite clear in this speech. In June 1952, McCarran and Sen. Francis Walter (D-PA) spearheaded the passing of the McCarran–Walter Act, which imposed rigid restrictions on entry quotas for immigrants. It also stiffened the existing law relating to "dangerous" aliens as defined by the McCarran Internal Security Act. Truman vetoed the act, but his veto was overridden by both houses of Congress. During this time, cartoonist Walt Kelly introduced a new character called 'Mole MacCaroney' in his popular Pogo comic strip. Mole's near-blindness and concerns about 'germs' were seen as an attack on McCarran and his anti-immigration policies. Price:
